The Fair Housing Testing Program was established by the Civil Rights Division in 1991, operating within the Housing and Civil Enforcement Section. Testing for fair housing began in 1992. The term "testing" pertains to the utilization of individuals who, without any genuine intention to engage in activities such as renting or purchasing housing, obtaining a mortgage or vehicle loan, or visiting a public accommodation, assume the role of potential renters, borrowers, or patrons. The purpose of this practice is to collect information that testers collect, which is then utilized to assess the extent to which a provider adheres to federal civil rights laws. In essence, the primary purpose of testing is to detect instances of housing bias that are rooted in factors such as race, national origin, handicap, or familial status, thereby contravening the provisions outlined in the Fair Housing Act.
